Not necessarily a cheat but still abusive; one can develop a province and encourage the growth of several palaces. Once you have a robust economy, siphon as much as you can to your personel funds and let the game run for awhile. You can donate some of this money to other provinces as a bit of a boost to development. Caesar will tax much of this but no worries, you should get plenty before you go.
